Behavior between siblings discovering sexuality

HELP! I have a 9 yr old son with mild autism which effects him mostly socially and his maturity is below age level. he started self-stimulating early on, which is normal for boys, I guess. Eventually stopped, but lately started again and now tries 2 "play" with his younger 4 yr old sister. I have tried telling him that he shouldn't play "those" games with her. She doesn't even realize whats going on and thinks he's just tickling her, etc. He knows I don't allow it and he cries when i catch him doing it, fearing punishment (which i have because trying to ignore by just suggesting a game or separating them hasn't worked). I don't know how to explain it to him and I'm worried...

explain it the way you would to a 4 year old, his private parts are only for him to touch and he should be doing it in his room. His sisters private parts are exactly that private and not for him to touch. If it continues talk to his therapist and maybe they can help you deal with it
