Honestly, the first (few) birthday parties are really just for the adults. Don't feel guilty- she won't remember it. As long as you do something special as a family and take pictures, you should have absolutely no guilt! And really, what is the first birthday except for an excuse to take pictures of a messy baby smashing a cake? Maybe ask your older child to help make some cute decorations (paper chains? cute hats? a banner?) and decorate the house, and have a little cake if it's just you guys. If it's more, just do something simple.
