Try mixing milk with her formula. At first start out with more formula then milk and gradually increase the milk. Also try to decrease each bottle by an ounce. If you can try doing sippy cup during the day. With a bottle before bed until she is drinking well from the sippies. In the middle of the night try finding a different soother. Right now the bottles are habit and not hunger. Try to find other things to offer instead of the bottle. If you have to offer bottle put only water in it. At her age she should only be needing 12 ounces of milk a day. Give 4 ounces at each meal. Then try to have her finish her food before refilling milk.
