Breaking bad habbits

My 2 yr old when he gets upset he pulls out his hair? How do I break him of this bad habbit? Ive tried not paying him attention and ive tried the whole time out thing and nothing is working. I refuse to pop my child for something hes not understanding.

Whatever you do, be consistent. I wouldn't necessarily put him in time out when he pulls his hair, but continuing to ignore the behavior will eventually get results. If he gets upset and pulls his hair, I would simply walk away from him, even leave the room. Responding in any way simply reinforces the behavior. Even if he gets negative attention, its still attention, but by walking away and not responding, he will figure out that the behavior is not worth the trouble. The behavior won't be gone over night. He'll continue to do that until he figures out that you are consistent and really won't give him any attention positive or negative for that behavior.
