Can a 6 wk old infant be given ice cold milk? Is it bad for the infant?

By milk do you mean cows milk? Or do you mean breastmilk? Or formula? At six weeks an infant should only be drinking breastmilk or formula. Usually you warm it up because babies won't take it cold. Also, pumped breastmilk can separate when it's cold and it can be difficult to mix the fat back in again unless you warm it up. Which won't impact the baby, but the chunks of fat can block the bottle. If the baby will take a cold bottle though it won't hurt them. Some babies don't care.
