This depends on a a few things depending on also the laws in your state or country. If the parents are together, then either can sign a child of any age out of school. If the parents are not together via divorce or choice to be apart and have custody, visitation and such set up it depends on what the parents set up and the custody orders. It might remain with the custodial parent to set up a form stating who can or can not sign the kid out even including the non-custodial parent. In a joint custody venture, both parents should be able to do so depending on the custody orders and how they work it out.
