I had my son. The last child April 2009. So I've had my tubs tied for 9 years. I've been seeing this guy for 3 almost 4 months now. And I've never had sex the way I do with him. It's been deep deep. Awhile back now. And my stomach doesn't feel right and the home test comes back saying I'm not pregnant

yes, if the clamp became dislodged, you would become fertile again immediately.

My daughter was born January 2009 and she's not even 7 yet. so you've had your tubes clamped closer to 7 years than 9 from the sounds of it. I heard the clamps aren't as reliable as cutting and cauterization (burning) of the tubes, but not a bad alternative by any means. If the home test says negative, its probably genuinely negative unless you conceived within the last 10-14 days prior to taking your last (negative) pregnancy test (most pg test show + by 14 days past ovulation). if you can get to a free clinic like planned parent hood or your family doctor they can requisition an ultrasound to make sure your clamps are still in place and functioning as reliable birth control..
