In most states it doesn't cost anything to apply for child support. They will order the paternity test prior to establishing a support order.
I took this info off of the child support website in my state: "..either parent may request that the CSEA conduct genetic testing to determine the father of the child. The CSEA will then order all parties to submit to genetic testing and will issue an administrative paternity order based on the outcome of the genetic test....If either party fails to submit to the test or fails to submit the child for genetic testing, the CSEA may request the court to find the party in contempt and determine the issue of paternity."
This should cost you little, if any, money to do.

He's not going for the test because there is also a 50/50 chance it IS his, and he knows you will go for child support. He wants you to get it court ordered. If you can't afford to take him to court, chances are he knows this......
