Why are you considering giving your newborn water, your doctor should have advised you that breastmilk and formula are the only necessary fluids.

Bare minimum is 6 months. A breastfed on demand baby does not typically NEED water under a year (though an ounce or two on occasion past 6 months to get them used to a cup is fine). Water under 6 months is not necessary at all and has the potential to do great harm.

Not until 6 months old. Then you don't want water to replace a milk feed.
