My son is growing out of his car seat he 7 months old and weights 18 pounds can he sit forward

Nope. He needs to sit rear facing until at LEAST 12 months, but it is best to keep them rear facing until 24 months or for as long as possible. There are tons of seats on the market that rear face up to 40 pounds. Get one of those, and then you can turn him around once he reaches 40 pounds. There are a few that rear face up to 65 pounds.

It is illegal to have him forward facing before 12 months of age in all 50 US states. Not sure about other countries though, but even if it is legal, it is safest to stay rear facing for as long as possible.

What weight and height does your car seat go to? As long as he's still in the range he's fine, if not you'll have to find a rear facing seat that accommodates his height and weight, check the laws in your state but the longer they stay rear facing the safer it is, and if your concern is his legs hitting the back seat that's ok it's still safer then him facing forward

Nope. It is not safe. Find a car seat that is bigger and is still rear facing. most on the market are.
