My 23 year old step daughter has been doing heroin half a year now and looks like she has no intention of stopping and the major problem I am having is my husband is believing everything she is saying and he is not letting her hit rock bottom. I don't know what to do and I have had enough of what is going on. What can I do?

Protect your home and protect your finances.
Make clear rules and do not let her break them.
Dont give her money.
Dont allow possession. Dont allow her in the home doped up. If shes bringing that crap in the house, leave the room, call the police, and have them escort her. THEY will know what to do about this. She is an adult and she knows better.
You do NOT need to put up with this.
Her father... he will help her as he sees fit. It is your right to not have illicit behaviour in your home.

Her friends are the ones who got her into this and she isn't close to her family member but her father and she is also a compulsive liar my problem isn't how to deal with her it's how to help me husband deal with her since he believes everything she says

She's an adult, you can't do much. If you take this veryy seriously how ever seek help from people close to her. People she will listen too like her close friends or boyfriend or a trusted and close aunt.
