Child with Cochlear Implant- Hearing Loss

I have a step son, who is turning 5. He got a cochlear implant on his right side when he was about 2 years old. He began school this last September at a school for hearing impaired. I am concerned that he still does not talk at all. Not one word. Is this normal? is it because he got the implants late? Do some children never develop the ability to speak even with the cochlear implant? He does respond to his name when you call him, so I know that he can hear when he is wearing it. Any input would be appreciated.

Since he does not go to public school, he would not have a IEP. That would be if he were a child in a typical classroom but have special needs to be met.
If he attends a school for hearing impaired kids, I'd think they'd be telling you if they thought there was an issue. Do you feel the speech program is well developed and is really working at getting the kids to speak? Where do you live?

I am not sure if he has an IEP...His school, being only for those who are deaf/hard of hearing has a program for the kids with cochlear implants to teach them how to speak. He is also learning to sign at school. He did not really sign until he was 4, as they were encouraged to speak with him, so that he would not depend only on signing to communicate. He does go to sick kids to get the device volume adjusted periodically. I just wonder why, after so long, not even one word.

While they do place cochlear implants at younger ages now, 2 is not super late. Does he have an IEP, does he work with a speech pathologist? How does he communicate? Does he sign? If he has had the device for three years, I'd think you would expect more progress. What does the hearing itinerant for the school say? Have you had the device evaluated for proper settings?
