Childproof Toy Storage

My almost-3-yr-old has started dumping over all of her open toy baskets. She thinks it's hilarious to make a huge mess. I want to get some kind of plastic storage bins with a locking mechanism that she wouldn't be able to open on her own. Then she would have to ask me for a toy instead of dumping everything out. But I can't find anything online. Any suggestions?

My suggestion would be to find some extra bins to put toys in and then sort through the toys and pick out some to play with and switch them out off and on like every couple of months or so. That would be less toys in the open bins and the rest is up out of your way. Why have a toy bin in her reach that is locked and she keeps having to ask for toys? I think that would defeat the purpose. Also start teaching her that she needs to put up her toys when she is done playing with them, or she starts to loose the toys she does not put away and make her earn them back.
