Until my son was old enough that I felt more comfortable about trusting his balance on the stairs, I'd hold his hand, OR I had him go down on the stairs on his rump if he wanted to go on his own (at home, of course--if we were out in public, I'd hold his hand). I don't know that you have to make an effort to "teach" them, with little ones being generally curious and climbing on all kinds of things anyway, but I think its more about teaching safety--holding the handrail, not trying to rush, and paying attention to what they are doing so they don't lose their footing.
With twins? Same, I guess! Hope you have carpeted stairs. :)
