I live in North Carolina with my Daughter. Her father lives in New Mexico, I do have a court order for him to be paying child support BUT he is not paying it. North Carolina can not do much because he lives outside the state. My husband and I have no custody agreement or visitation order, so if he is not paying child support and making no effort to come and see his daughter do I have the right to not let him speak to her, see her(which like i said hes made no effort to) UNTIL we do have a custody and visitation agreement????
