Why dont you plan a couple father daughter days when you stay home and they go out or you go out and they stay home. It could be as simple as going to a zoo, or him painting his nails. Just try to remove yourself for an hour or two so they get guality time together.

I do not know what the father has tried, but have him go up to her and ask what does she want to do. Some kids just are not social butterflies and sometimes have to be asked. I never wanted to go up to anyone and play. If she likes movies maybe he can start a movie right when she is walking into that room. Or if she likes tea parties he can set up a tea party in the kitchen. Or if she likes to play outside maybe he can announce loud enough for her to hear that he is going outside to play and anyone who wants to play can come too. He will have to start it if she does not.
