My aunt is also mentally handicap. She has an electric razor she uses for her chin (the meds she takes causes the hair to grow there) It is the only hair on her body that bothers her. So we leave the rest of the hair alone. If your daughter is bothered by some of her hair, I would look at using an electric razor, she could do it herself, and would not run the risk of cutting herself. I personally would leave the groin area alone, you can always by the short style swimsuits and they now have a women brief underwear that would cover any hair down there too.

I would leave her be. Especially her private areas. Let her have her baths, keep her clean and that's enough.

Why do her underarms and private areas need to be shaved? Leave them alone if she doesn't want them shaved.
