My suggestion is if she has a few close friends is to invite them over and make pizzas, have a cake made or make one yourself with ice cream, If you can not afford that at all do it just for you and her and her brother. A gift can be anything she really likes such as a favorite book, a movie she loves to watch over and over, something she is interested in, or whatever you can come up with. If you have family close have them over for cake and ice cream. I did that for my daughter's 16th and her grandpa danced with her for her first dance that age to an oldie song about turning 16.
