My youngest is 13 months and 26.8lbs and 32 in long and still wears a size 5 with room to spare... Your little one should still be able to fit a size 4 or size 5 with out a problem...

At 19 lbs, she should still be able to wear size 4!

You are not going to like pull ups as they tend to not hold as well as they are meant for potty training. At 19 pounds she/he should be able to fit in either size 3 or 4. I do daycare for infants and have never seen someone with that weight or length not be able to fit size 3 or 4 and I have been doing daycare for 16 years.

My son is almost 40 lbs and he fits size 6 still. It says on them that they fit 35+ pounds. I don't understand why they wouldn't fit a baby that's only 19 lbs?
But no she isn't too young for pull-ups, there isn't an age restriction.
