discipling a three yr. old

My niece moved (6months ago) with the father of her son to another state of which they reside with his cousins while getting settled and saving to get their own place. They recently went shopping and while waiting in line…her( newly) three yrs. old son turned to the stranger behind them and told her she was ugly and that he didn't like her or her clothes. My niece immediately responded by harshly, slapping her three yr. old son, across the mouth several times while yelling to her son "how dare he embarrass her in public, and that he isn't to say that to anyone ever again." No explaination was given to him about how that was not polite or nice to talk to people or to say things that meant he was being mean. It worries me that she has such a short fuse whenever it comes to disciplining her son. I'm a mom of three grown children and a grandmother of fourteen grandchildren. I would never have had responded in such a manner about such behavior because I feel a three year old is old enough to start learning manners but not in such a harsh way. What if any thoughts do any of you have to offer for me to keep my cool next week when she arrives for a visit home. :)

I'm not trying to be catty…but her behavior is disturbing to everyone in the family. She is quite harsh and rough and I worry that her impatience could lead to child abuse.
