Do folic tablets help in conceiving ? How long should they be taken?

I've never heard of folic acid helping in conception, but they definitely are recommended during pregnancy, and they recommend additional folic acid if you have pregnancies that are close together.
I could see hormonal imbalances affecting your chance, but for that you should definitely check with your doctor as they would be able to assist you in evening things out.

I don't think they help with conception, not that I have ever heard anyway. I could be wrong.
But if it is taken a couple of months before conception and then into the pregnancy it can reduce the risk of neural tube defects by 60-70%. I think that's the percentage.
I did read a study not that long ago which suggested men taking folic acid could be beneficial for sperm production. But I think it was only a small study, so I am not sure how correct it was.
I would say a hormonal imbalance could impact your chances of conceiving, it would depend on the type of hormone imbalance though. If your having regular periods, then your ovulating regularly so it shouldn't be an issue. I am not a doctor however so if you are concerned I suggest you speak with a professional.
