My 13 year old daughters bedtime is 8:30 pm, and my 11 year old daughters bedtime is 8:00pm. Everynight they both give me a head ache when I tell them it's bedtime they both say it is way too early. Are they right is it too early.

My boys go to bed between 8/8:30 and my 11yo gets up first go in the morning but my 13yo I usually have to call 3 times. We did say to the 13yo that he could choose his own bedtime if he got up when I called him for a week. Needless to say, I still tell them when it's bedtime.
Why not let them know they can read for half an hour before lights out. That way they are doing their reading and it also helps them fall asleep.

It depends on what time they are up in the morning. They may actually be finding it hard to get to sleep if they don't need the number of hours going to bed at this time gives them. Most teens need an average of about 9 - 10 hours sleep every night, although school age children under 12, it's 10-11 hours a night. So work backward from the time the generally need to be up in the morning. That will give you an indication on whether their bedtimes should or should not be adjusted.

My 9 year old goes to bed at between 8:30 and 9, and doesn't have to wake until 7, but often wakes earlier.

Another good rule of thumb I used for my son (he is now 17) was that if he couldn't get himself out of bed in the morning without me waking him, then it meant he was going to bed too late :)

I would say whatever works for your family, my 8 year old goes to bed at 9 and wakes at 6 in the morning.
