If bm or bd sign up for extra curricular activities, but for any reason cannot fulfill their obligations. ..because of work. What then?!

If she wants to enrol them but neither of them can get the children there, isn't that her issue? She should try to enrol them in acitvities that either she or your husband can get them too (such as on weekends). Otherwise, too bad. The kids will survive.

Then they work something out (car pool, kids take the bus if available and they are old enough, etc..) for the sake of the kids or the kids don't get to do it.

Dh has a job that he works 50hrs per week and bm got a new job that she works 35 to 40 hrs per week. Bm wants the girls in extra curricular activities but both have work during extra curricular activity times and neither is available for a good part of it. Not by choice definitely but life is life...

What do you mean? If BM signs up and then BD can't fulfill it? You obviously have a particular situation in mind, a bit more information would be helpful.
