9kgs is not a bad weight for a baby this age. I wouldn't panic as long as she's not losing weight.
Try offering her bites from your plate. Sometimes eating together helps.
Try giving her foods she can easily feed herself - banana or avocado slices, dry cereal, small pieces of peach, pear or melon, small pieces of cooked sweet potato, meat or cheese that's cut into small cubes or coarsely shredded, etc.
You're more likely to have success in the morning or early in the day. A lot of toddlers aren't big eaters in the late afternoon or evening.
Keep offering, but don't stress. Stay relaxed.
Make sure you offer only healthy food so that's what she develops a taste for.
