Actually, I didn't think of Dove's take on it, but it's true, friends make fun of each other, and the closer they are the more they do it.
So, it depends on what you mean by 'making fun of'. Is it in a bullying sense, or are they BFF's and its an inside joke?

My teenage daughters and their friends make fun of each other out of love because they are extremely close like sisters and like to torture each other and don't take offense to it. Not knowing your daughter and her friend I have no idea if that is the case or if her friend just really isn't a good friend. No real friend will intentionally hurt you, so if your daughter is being hurt by this... either her friend doesn't realize it or her friend sucks.
