He is only 11 wks old. He SHOULD be waking to eat in the middle of the night at that age. I would not even try to feed him at the late feeding. If he is sleeping and not wanting to eat he is not hungry at that time. He is a newborn yet and that is what newborns do.....wake in the middle of the night. As he gets older he will start to sleep longer at night, but you just have to be patient. Out of my 3 kids I only had 1 that started sleeping a 3-5 hr stretch in the middle of the night at 2 months and she was also my one that for those first 2 months was eating EVERY HOUR AROUND THE CLOCK!! So it was a MUCH welcomed sight to have a 3-5 hr stretch. My others did not sleep for a 5 hr stretch until they were about 4 to 5 months old.

For goodness sake, you cannot sleep train a baby under the age of 6 months. it is NORMAL for a baby this young to wake at night to feed. Why on earth would you expect a child who is only just 2 months old to sleep through the night? No it isn't right to try any CIO method on an infant, and even proponents of CIO acknowledge that under 6 months is too young.
