Is she able to tolerate goats milk? After 9 months of age many baby's can switch to homogenized milk. Perhaps she can have homogenized goats milk. You are saying she is not, "Allowed" dairy. Is this due to the lactose? Many lactose intolerant individuals can tolerate goats milk. Many older babies and toddlers thrive on it. If you can wean her off of formula and try it it may be very beneficial and worth the attempt. Soy formula is loaded with GMO's (genetically manufactured organisms) It is nasty stuff and very detrimental to your child's health. I would only recommend it if nothing else with work. At 10 months of age the typical baby eats a variety of the food groups and doesn't rely on milk for exclusive nutrition so a few bottles a day (18-32 oz) along with a variety of grains, fruits, veggies and meat alternatives is all that is required.
