Grandmother needing help ASAP

Hi my name is Mary and I'm a currently raising my two granddaughters at 48 years of age. They came to me last year in August and its been over a year now and I still have them. Here is my story with this situation. My son and the mother had the children removed due to drugs and this behavior is still going on. When CPS removed the children the parents didn't do anything they were suppose to do so they closed the case and left me. They didn't give me guardianship over the children which has made it very hard for me legally. The parents don't want the children but they want sign them over for me to be their legal guardian. We live in Texas and CPS just left a whole lot of loose ends and now they won't help me with anything. I have went to all kinds of agencies to try and get managing conservatorship and they all have turned me down saying I could pay for an attorney. They are going to end the children's daycare on Oct. 31, 2014 because they said I would need to be on TANF in order for them to keep their daycare. I have become so frustrated with the system and I don't know where else to turn for help. I exhausted all of my savings because I was working 3 jobs before I got the babies and now I'm substitute teaching. I lost two of my jobs because it took CPS so long to get them daycare. The parents don't come see their children nor support them in any way. I have applied for child support only to be told that they can't find the parents (really). I have given them their address as well as them being in and out of jail. Please believe me when I say that I have no faith in the system. So if anyone know of any way that I can keep these babies in a safe place in case the parents just get up one day and decide they want to take them back. I am open to any information that anyone may have. Thank you and have a wonderful day.

Thank you so much Nizhon but unfortunately the parents guilt won't allow them to sign a notarized statement. The point is they don't want the children but they want the benefit of me just keeping them. As far as their daycare I was told that I would have to put myself on TANF in order for them to continue receiving benefits. Believe me I have went to all limits and tried everything but please if you know of any resources I would love to know of them. The CCMS which is the daycare association told me that they couldn't use my substitute teaching income nor the fact that I'm currently in an alternative teaching program because the income doesn't guarantee me 25 hours a week and since I have a Bachelors degree they said they can't use my school. I have ran into every brick wall trying to keep these babies safe and be able to provide for them. I know God is going to open some doors for me because he knows my heart is in the right place. Tell me more about that ex parte hearing if you would please and thank you so much for your help.

Are you personally able to get a hold of mom or dad? If so have them meet you and get a notarized letter saying they give you custody. Take that to social services and apply for aide. Out here- our family court has a service center- where they'll help you fill out paperwork and help you get into court. Maybe request an ex parte hearing and plead to a judge. Social services though can and should be able to authorize childcare assistance. http://yourtexasbenefits.hhsc.state.tx.u... This is your office to contact. They can help you or lead you to who can.
