Grandparents and pool fences

What are your opinions on dealing with grandparents (inlaws) that don't want to reinstall a pool fence because they just had new pavers put in around the pool and don't want to drill holes in it. They had one before for the 3 grandchildren that live with them but now the youngest is 8 and don't feel it's necessary anymore. However, my kids are almost 6(can swim well) and 2(cannot swim) and when asked my husband and I said we would like it to be put up again. However, they have not done so because the 2 yr old doesn't sleep there. I'm really hurt by this however have left it up to my husband to deal with them because I'm not comfortable doing so. He has mentioned it twice but to no avail. Granted when we visit I'm always there with the 2 yr old but was thinking I'll be able to leave both of them soon when I feel my 2 yr old is more comfortable but now I won't feel comfortable doing so w/o pool fence. And, it puts pressure on me when visiting worrying that one of the kids might open a slider and my lo will walk out and fall in. Guess I'll have to follow him everywhere. I don't think it's too much to ask, what do you think?

I believe they are covered because they have a screen around the pool with locks on the inside out of reach of kids. We're in Florida

What are the laws where you live? Where I live, they would be legally required to secure the area from the children.
