Unless you are paying them to watch your kids then you really shouldn't expect them to follow all of your rules. Grandparents spoil their grand kids that's the reality. Even if you were paying someone to babysit I can guarantee not every rule is going to be followed. You can try explaining that if they don't stick to the rules then you are going to have to limit how much time the kids spend with them but I think you should let your kids enjoy the special relationship.

Lay down the rules in writing, if grandma/grandpa can't follow the rules, they don't need to see baby that often

Then don't leave the kid in the grandparents care....

It IS a grandparents prerogative to spoil the grandkids on occasion and not follow a schedule. Kids are fairly adaptable with the occasional 'off' weekend or whatever. If it's a regular thing or your kid can't handle it.... time to find alternate care and only have grandparent time in your presence.
