Well it depends on the age but you can get them to help you carve the pumpking, make decorations for halloween. Some people make baggies to give out on halloween night, you could get them to help with that.
I would look online for halloween crafts/decorations and get them to make some with you. You could also bake halloween themed cookies/treats. Maybe have some mini halloween party for family/friends or a kids one (not a fullfleged party but just halloween themed gettogether).

Taking the kids out for trick or treating takes up most of the time but if they do not go out then having a few friends over for pizza and making cookies or cupcakes with halloween themes and making a punch looking like blood or bobbing for apples is fun. There are plenty of books out there that show you how to make arts and crafts and letting the kids do it and hang up their favorite things like ghosts and witches should also be fun.
