When my son was having fairly dry skin it was recommended to us to try Neutrogena 24 Hour Moisturizer. It worked well, but it is fairly expensive.

I used the Aveeno baby no scent lotion and my son had a reaction to it because his skin was sensitive. But I use it now and he is fine. I first used it when he was 2 months old, he is now 13 months old.

Even Aveeno contains other chemicals in it. It sounds like your son has a sensitivity or allergy to a chemical in the lotion. His dry and itchy skin can also be a reaction to something in the bath wash you are using. We've always tried to use more natural products that limit the use of chemicals such as alcohols, dyes, fragrances, and petroleum by-products. For dry skin you could try something with either coco butter or shea butter in it. Avoid anything with a fragrance or dyes if you can help it. Less (chemicals) is best as far as I'm concerned! health food stores often have a wide selection of products that more closely fit this criteria. Hope this helps!
