It depends on when you ovulated. If you are going by your last menstural period, it doesn't give you an accurate date. Early in pregnancy levels change so dramatically over a few days, that it really matters when you ovulated. So, it could be completely normal, it could not be. If you ovulated before day 14, it's a little low, but if you are like me and ovulate later (I usually did day 19-22), it would be high. And even then, levels don't always mean something good or bad is going on.
