The father of my child says he's been supporting our daughter for 8 years now I must forget about school fees for the child even if I I take him to court. I understand he's girlfriend is pregnant but is it fair for him to neglect my daughter?

What are your support orders? If you don't have any, get some. Yes, he needs to support the child he created with you.

And HE won't have any say over what he pays, nor will you. He can't dictate that he "won't pay" this or that...it's up to what your support orders say.

I don't think its fair to neglect the child he already has for his new family. Just because he's having another child he should know how to be a father to both! If the shoe was on the other foot, you being a mother would never neglect one child for another.
