Yep i did try all that... I do have her on schedule for it all.. my mother in law told me she may have adhd but were not sure cause she to young to be tested...I do hope she grows out of it soon cause she gets so tried and trys too fight sleep even her naps now.

it is normal. It's not normal for you but for her it is. her sleep is just off. I know your tired and worried but it will fix itself if you can't figure out an answer.
other things i can think of wrapping her or tucking in tight. walking, rocking,singing.. i'm sure you tried these though. maybe a white noise machine will help. even a fan running is white noise. the only other thing i can think of is keep a schedule. same time everyday for bath, eating, ect

is she on a sleep schedule during the day? If so adjust it to have her sleeping less.
What is she eating before bed? Maybe start feeding her something with more substance. My 2 yr old was eating solids by this time. 30 minutes before bed she had a snack, yogurt or fruit. Try giving a very warm bath about 30 minutes before bedtime also. Make sure the room is cool and dark to help her sleep.
