I guess it depends on the job and the laws in your area. If you have a physical job and cannot do it due to back issues, and they do not have an alternate job to provide, I am not really sure if they have a choice. If they have a position for you to fill without more physical injury, they should provide you with that job. As long as you have a doctors note providing the correct medical information, your job should be able to fulfill its requirements.
You may need to speak to human resources or management about your concerns.
