Help for possible neglect

There is no doubt I have a neglectful biological mom. We just went through mediation and we now have the eldest boy, 14. He does everything for mom and the family. He cooks, cleans, does laundry, dishes and even has to wake everyone up for school. We recently discovered that she and the kids stay in the car for any errand, if they go pick up fast food or a quick run to the store they stay with mom in the car that has no A/C while the older ones go inside. This also happens when we exchange the kids...we recieve them drentched in sweat and I do not understand why this mother does not have any concern about heat safety!!!! Please give me any advice about how I can report her for neglect for making these kids basically sweat to the extent where they feel like passing out!

your husband would need to request a welfare check on the kids through CPS
