This mom has been to three different doctors and two hospital visits. If your child has eczema on her face and chest, but no where else, then apply the moisturizer to the affected area. My kids have eczema, and I would not describe it a a rash. More like red, patchy, dry, and inflamed spots. I did use prescription steroid ointment to the affected spots only, and not on the face or privates. Then I would coat the baby in a good moisturizer, Aquaphor worked best for me. Washing the baby clothes and linens with a fragrance free detergent, and having the baby wear soft cotton clothing without tight wrists or ankle bands was also advised. My kids developed eczema while they were still exclusively breastfeeding, so I was not concerned that it was a food allergy.
If you have gotten prescriptions from multiple doctors and are using them all together, then that may be making it worse. Do not fuss at it, do not bathe your baby every single day, keep the skin moisturized and review the directions for the prescriptions you have gotten. I am pretty sure they will say to avoid putting the steroids on the baby's face. There is no magic recipe to fix eczema. It is a chronic condition that you will manage. Your child will likely outgrow it, but until then take it one day at a time.
If you are not satisfied with the advice you have gotten from your doctor visits, then find a good dermatologist and make one last trip. Explain EVERYTHING you have tried, take all of the different creams with you and see what the specialist has to say.
Lastly,IMO, I think an allergy to formula to present as a rash all over her body, not just her face and chest.

if it is eczema, then apply the Aquaphor and try to keep her from rubbing it. Two of my kids had terrible eczema and it does clear up. Good Luck!

Is the cream itself making the rash worse? Maybe really sensative skin+eczema= rashes no matter what? take her to a pediatrician if things are getting worse, not better!

Try an aveeno oatmeal bath if she's really itchy

Steroid creams to the face are not usually prescribed for babies. If she is not is any distress or pain, maybe leave it be for a few days. Can you describe it? What have the doctors told you? After seeing 5 different doctors, you must have some information.
If it is baby acne, you gotta leave it alone.

Are you sure it's not an allergic reaction to something? Take her to the doctor's.

Just her face? How long has she had it? Are her lips puffy? Does she have a fever?
