Yup. Normal. Just explain in the best way you can not in public. It is tricky, but any parent out there that sees a kid doing this has probably already had to deal with it. They will understand. It really is normal, and I agree with the other ladies. Don't shame him.

My son used to do it all the time at 2, he's now 4 and still plays with it sometimes.
He used to do it more when he watched tv or was settling for bed, it's like a comfort thing.
It's something new he has discovered and will stop doing it as often the older he gets.

The only time I would say anything to my son about it was if we had people over, just calling his name was enough to stop him. He didn't realise he was doing it half the time.

If you are uncomftable with him doing it in front of you, direct him to his room and tell him that sort of thing is to be done in private. The main thing is don't make a big deal of it.

Ignore it and/or casually tell him to do it in his room because it is private.

It's normal. Don't stress out about it too much.
It can help to keep him covered, either in a diaper or in underwear and pants (if he's potty trained). Other than that, just encourage him to go to his room if he wants to do that.
It's interesting and it feels good. It's not sexual at this age. Don't punish or shame him. Just encourage privacy :)
