holding himself

My son turned 3 in Feb. He was potty trained about a month before his birthday and started wearing big boy undies. Ever since he started wearing them, he walks around holding "himself". At first I figured it was just a new feeling, and soon he would stop, but he hasn't. Instead, it's getting worse. Now, he walks around with his hand down there (outside his pants) most of the day. I've tried explaining to him that it's not appropriate to walk around like that all the time, but he just won't stop. Now, I'm wondering if something else could be going on, or is it still just the new feeling. At first, I wondered about a bladder infection, but he doesn't have any other symptoms of that, so I'm pretty sure that's not it. I've also wondered if he could possibly have a hernia. He had an upper abdominal hernia when he was 11months that was repaired by surgery. He did have extra fluid on his testicals after he was born, and the doc told me that, that could put him at a higher chance for a hernia. I haven't checked to see if there is a lump there yet since I just thought of that tonight after he went to bed, but still he hasn't complained of any pain. So, I don't know. Anyone have any advice on how to get him to stop holding it all the time. I don't want him to think he is never allowed to touch it, because that would just be wrong. I just don't want to walk in the grocerey store with a kid that is holding my hand with one hand, and has his other hand on his winkie.

My son doesn't do it all the time, but when he does I tell him to do it in his room. I told him it was something that he shouldn't do in front of everybody and if he wanted to explore it he needed to do it in private. (This also gave me the opportunity to talk to him about the fact that nobody else should be touching it.)

It seems to be working out well for us. He's not afraid to explore his body, but he's not flashing it at anybody or groping himself either. I think it's a fairly well balanced approach....at least I'm really hoping it is :) lol
