How can i get my 20 mo twins to sleep through the night in their own room?

My twin girls haven't ever been good sleepers. They have only slept through the night a handful of times since they were born. They (well atleast they're supposed to) sleep in the same room in a queen size bed. I have been rocking them to sleep while they suck a paci since they quit breastfeeding at 11 mo. It takes me up to 2 hrs every night to get them to bed and then they get up every 1.5-2hrs after that. They always wake up crying like they're scared of something and come looking for me. I bring them back to their room each time, find their pacis, and let them play with my hair until they fall asleep. If I try to leave before they're both asleep one of them will cry out loudly until I come back where she can touch me. I dont think letting them cry it out is an option for us bc we live in apartments and the walls are so thin that we can hear our upstairs neighbor's small dog when she scratches herself. My girls take a 2hr nap at around 1:30pm every day and I lay them down for the night between 10 and 10:30pm and are up for good by 7am at the latest even with all the waking throughout the night. I feel like I'm going to die from lack of sleep. Anyone know the remedy for our problem?
