Sorry. I misunderstood your original question.

Have you asked him why he acts up in school? What does the teacher do about it? What about positive reinforcements vs. punishment? Like if he gets a week of good reports from the teacher you guys will go out for ice cream. I absolutely would not take away outside play for behaviors in school. He, most likely, NEEDS the time outside to burn off his energy.

He is showing out in class, won't stay put in his seat during class, gets attitudes, I dont know where I went wrong as a mother, I do all I can and know to teach him right and I feel like I am doing something wrong a mother. I have tried spankings, punishments, taking away his games and toys, he loves being outside, so when he gets in trouble I won't let him go outside, I have talked to him. I dont know what else to do.

I have definitely taught him long before he started school how he is suppose to behave, He has been acting out in school since 2nd grade, he is now in 3rd grade, he goes to school and acts way different than at home. or instance his teachers say he can not sit still in class, at home he knows he is suppose to sit still while doing homework. I feel like I'm doing something wrong as a mother.

All of my kids behave better in school than they do for me. I think it's pretty normal because home is their 'safe zone'.

As for your question... depends on what he is doing that you don't like and what you have already tried to do about it.

It is interesting that you ask how to get him to behave "like he was taught in school". Your son should have had certain expectations and behaviors that you taught him long before he started school.
So what is the issue you are having? is he an angel for his teachers and a stinker for you?
