How do I get grand-daughter to stop pouring her drink in her food?

I am a 53 yr.old grandmother raising my 2 yr.old grand-daughter. All my children were adopted when they were older so I haven't had to deal with this stage of development. My question: my grandbaby has been not only throwing her food off her highchair tray for some time but now is pouring any drink she has into her food or on her tray and playing in it! I have told her "no", tried removing her from the table, removed her drink but all with no results. The only response I get is "no mom". Does anyone have any other suggestions?

She does use sippy cups and regular cups. She learned at about 1 1/2 yrs. old how to shake or bend the mouthpieces on the cups to expel the contents. She's a smart one. Thanks for the suggestion.

shes only 2years old so since shes not mature enough to use a regular cup then she should have a sippy cup
