How do I get my 8 year old daughter to get along with her 4 year old sister?

Sibling rivalry is perfectly normal and there really isn't a 'cure'. If the 8 year old feels shorted on attention perhaps you can find a way to set up a mother/daughter 'date' with her at least once a week.

It could be something as simple as reading a story together or making dinner together while the little one watches a tv show (good idea if you're short on a childcare option) or more elaborate like going out to dinner and a movie...

Whatever works best for your family situation. If she starts to feel less like she has to 'compete' with her sister for attention then hopefully she will start treating her better.

Or you could lock them both together in the bathroom until they come out friends. lol

My 8 year old feels her younger sisters gets more attention from us so she tends to be mean to her little sister. Is that common in older siblings? Because me and my brothers always got along as far as I remember.
