How do I get my twins to sleep without rocking them every night?

I have 9 month old boy/girl twins. I can't get them to sleep without rocking them. My son, once he is asleep, is out for the night. My daughter, however, can fall asleep in my arms but as soon as you put her in her crib, she wakes up. Sometimes it takes 3-4 times before she finally stays asleep in her crib. And she is always up later than my son, but not too late at night. How do I get them to sleep without having to rock them? It's tough since they share a room, but are in seperate cribs. One usually wakes up the other. Any tips would be helpful.

Personally, I'd rock them for as long as they want me to. My kids weren't cuddly at that age, and I didn't get that time with them.

They're only 9 months. Maybe try a different routine with your daughter, as she seems more wakeful, but to give up rocking entirely, IMO, I wouldn't
