Well who is to say your way is right and his is wrong? You can't think your way is always best, the best way is to compromise and sit down and come up with something you can both agree on.

I assumed they weren't because she called him the father of her daughter. I never say that about my husband. I'd ask "How do I get my husband/partner to agree with me when it comes to disciplining our daughter", LOL. Just goes to show it's all about perception. I assumed the picture was possibly a new partner.

Am I to assume you aren't living together? If that is the case, you can't force him to discipline the way you think is correct. Sorry, but you can't actually control what goes on in his house. You can try, but if he doesn't agree with you, you won't succeed. The fact is, you have to just manage discipline your own way in your own home, and if the two of you can't work out a way to co-parent co-operatively, then you are just going to have to accept that he will discipline his way in his home. You don't have to like it. Unless it is illegal, then there is nothing you can do about it.

You don't. You reach compromises as a couple. If you can't work that out by yourself, then counseling can help you.
