Pick your battles. It comforts her and she needs such comfort. You can punish this away, but the need will remain. She will get that need met somehow and her next approach might not be one you like; it might be more unhealthly (over eating for example) -

One of my boys sucked his thumb so much and so hard that the skin was callused. I convinced him it was an "owie" and we put a band-aid and neosporin on it. One week of band-aids & neosporin, and we've been free of thumb sucking every since. Good Luck ~ I've still got one to go! :)

You can use that stuff that tastes awful that you paint on nails to stop nail biting. It tastes horrible. Unless you paint all her nails though she will just swap which finger she sucks.

You can also try the now that you are a big girl approach and tell her that she can only suck her thumb in her bedroom, that she is now too big to suck it anywhere else, she may get sick of leaving what she's doing each time she's caught sucking her thumb.

She will grow out of it, my youngest was a thumb sucker, it stops somewhere between age 3 and school starting.
