how do we go about seeing my step daughter when her mother hates my husband and still lives in town?

Get a lawyer and go to court. Check out Legal Aid in your area if you don't have the money. If the mother is being difficult... there really isn't another option.

No legal, court-approved custody agreement in place :(

It's a very sad situation -the mother is constantly harassing my husband and I for more money when his wages are garnished every check. It's tough to have money going to someone you never get to see (if it's going to good use or not). The mother is threatening to move out of state. She has already had another baby and is pregnant again with yet another! By different fathers. Could this be a scam to collect child support from multiple sources? I'm just worried my step daughter is being ignored, denied, etc because she is now the oldest of the three. We haven't seen her in over a year now and it breaks my husbands heart. Florida is a "mommy state" i hear so not much we can do and we don't have the money to get a proper lawyer.

Court order. If he doesn't have a visitation agreement, he needs to go to court and set one up. If there are personal reasons why he wouldn't be granted visitation through court, there's not much he can do but really try to convince bio mom that it IS in fact in the best interest of the child that she have a relationship with her father. Other than that, it's hard to answer your question without more info. Sorry you guys are going through this. :(
