How do you Keep a 1st grader focused at school

Ok parents, I need some advice!! My son has been good all year, however, we are having some difficulty (for about the last month) with him staying focused and completing his work at school. He is just NOT doing it when there are other children around, but when the other children leave to go do something else (P.E., or whatnot), he gets his work done just fine. His teacher and I have been trying different tactics to motivate him, such as accountability (he calls me when he completes his work and we reward him accordingly) in addition to a reward system (starting with small things and over time, working up to bigger things), and each of these have worked for a day or two, then fizzled out. He gets upset if he doesn't get a reward for doing his work, but it isn't enough of a motivator to get him to do his work. We have made his bedtime earlier thinking that maybe he wasn't getting enough sleep, and that hasn't helped. I'm really having a hard time with this and need some advice from any parents that have maybe had this kind of issue with their children before.

:) Kids are so...... smart. It's Spring. The weather is getting nicer, the sun is shining. The ability of teachers to keep their students focused in Spring has ALWAYS been a problem. I believe this is one of the reasons for Summer Vacation. This is the time of year that children love to daydream & they can easily loose focus. Rewards work better than punishment, but offering constant rewards for insignificant behavior may be sending the wrong message. Allowing your child to suffer the consequences of his own actions may be a better learning experience for you both. Also, talk to your child ask him if he has any idea why he is loosing his focus in school. It may be something very simple. Don't worry though, I'm pretty old & I loose my focus all the time:)
