How to deal with a teacher that doesn't seem to care.

Can you do the things that his former teacher recommended still?
Maybe you should ask that they test him for any learning disabilities? That would at least rule things out and give you a better place to start. If he has a learning disability, there are things the school HAS to do for him. If he doesn't, you could go from there and find ways to help him catch on.

My seven year old he struggles with reading...he came a long way last year...his first grade teacher was wonderful, she was so helpful to me on things I could work with him at home. This year I have ask his second grade teacher numerous times for things that could help him...I have asked question after question sometimes she will answer me other times she ignores me. I have went and spoke with principal to discuss my concerns so we will see. Never have I had to deal with such a rude teacher in my life. Need help on what my next steps should be.

There's not a whole lot of information in this post so I'm not sure what the issues are.
You can speak with the principal and see if you could switch teachers or at the very least see if there's anything he can do about it or maybe he can speak with the teacher.
